HMP Glasgow is set to open in 2028, replacing Barlinnie after 143 years. The £998.4 million project aims to reduce reoffending rates.
The entire project costs about £998.4 million, which includes land, VAT, and construction. Construction alone costs £683.8 million. The project has encountered delays and has also gone over the initial budget.
Construction was initially slated to start in 2023, with an original opening date set for late 2026. The very first budget was only £400 million.
The Scottish Government designed the prison to be safe and secure, with a focus on helping people rehabilitate. This will hopefully reduce reoffending and significantly improve the staff environment.
Angela Constance, the Justice Secretary, believes HMP Glasgow represents the future of prisons by helping to lower reoffending and crime rates. Further, it is expected to boost Glasgow’s economy, replacing an outdated facility.
Kier Construction won the building contract. Over 1,000 people will work onsite at peak times, with thousands working on it overall; there will be 50 apprenticeships available.
Kier aims to benefit people who have experienced the justice system. Teresa Medhurst, who leads the Scottish Prison Service, believes HMP Glasgow will change things, supporting and rehabilitating people.
